Nora did not tell Frank about the conversation at the community center, not yet. Instead, she asked him for one more week, which he granted reluctantly, warning her that a competing paper had started asking similar questions about city contracts.
She spent the week comparing every public project Marcus had signed off on during the past three years. Most matched their invoices exactly. Two others, however, showed the same pattern as Elm Street: a report number slightly higher than the contractor's bill, with the difference never explained anywhere in the public record.
